CONSTITUTION OF THE STUDENT COUNCIL
HINGHAM HIGH SCHOOL

ARTICLE I: NAME
The name of the organization shall be the Student Council of Hingham High School. Herein, StuCo.
ARTICLE II: PURPOSES
The purposes of the Student Council shall be to (in no particular order):
1. Represent students and student opinion in school affairs.
2. Provide a medium for communication among students, faculty, administration, staff and
community.
3. Promote leadership and civic responsibility.
4. Organize and direct student functions.
5. Contribute to school spirit and a climate of constructive involvement.
6. Promote a positive school environment.
7. Appreciate and recognize school faculty and staff.
8. Work cooperatively with other school organizations.
ARTICLE III: SOURCE OF POWER
All powers of the council will be derived from the Principal. Therefore, the Principal may veto any act of
ARTICLE IV: COMPOSTITON
Section 1: The members
The Student Council is composed of all four classes. It is led by six Executive Officers. Each
class will be represented by four elected officers and an unrestricted number of representatives.
Section 2: Eligibility
Freshmen are eligible to become members in September and May. Sophomores and Juniors are
eligible only in May. Students must fulfill the nomination requirements and satisfy the eligibility
requirements to run for election and to serve on the Student Council. A rule contract along with a
point system guideline contract signed by the student and parent/guardian are necessary for
eligibility.
Section 3: The Officers
The Student Council Executive Board is composed of a President, Vice President, Secretary,
Treasurer, Historian, and Junior Executive. Each class is led by a President, Vice President,
Secretary, and Treasurer.
Section 4: Removal from the Council
A student will be removed from the council if he/she:
1. has two unexcused absences from monthly meetings
2. becomes ineligible
3. demonstrates unbecoming behavior as observed by the Executive Board, Advisor,
Principal, or any teacher.
If a member does not have the appropriate number of points at each cut off he/she will be
removed from the council. If said member is a Class Officer, they will be removed from that
position. The Student Council Executive Board and the Advisor have the option of placing a
student on a brief probation if, at the cut off, he/she is close to earning the required number of
points. The decision to place a student on probation is at the discretion of the Executive Board
and the Advisor and is not an inherent right of the member who has not met his/her point
obligation. At the end of the probation period, the member may retain his/her membership if
he/she has met his/her point requirements. If not, the member will be removed from the council at
the end of the probation period.

be filled by a Senior Committee Head (in the case of the Junior Executive a Junior Committee
Head will fill the position). The President will nominate two candidates for the vacancy and the
Student Council will elect one student to fill that vacancy. If the vacancy is the President’s
position the Vice President will fill it. If necessary, an election will be held within the
membership to replace the Vice President.
Section 6: Committees
Committees will be formed as needed; chairpersons will be appointed by the Executive Board
based on eligibility, leadership, dedication, work ethic, and their applications.
Section 7: The Advisor
The Principal shall appoint a faculty advisor for the council. The advisor will be present during
any vote and may speak on any issue that comes before the council.

The Executive Board will be elected by the Student Council in April but will not assume positions until
May. Class officers will be elected by their own class in May and will immediately assume their positions.
If there is a class officer position that no one is running for the class advisor will seek a student to run from
the Student Council applications turned in from members of that class. Student Council officers may not
be officers of any class. Class officers may not be officers of the Student Council. Student Council
Committee Heads and Representatives may be officers or members of any class.
ARTICLE VII: MEETINGS
The entire Student Council, Committee Heads and Executive Board each have one scheduled meeting per
month. The whole Student Council will meet on the first Friday of each month before school. To prepare
for the whole Student Council meeting, the Executive Board will have a meeting the week prior, followed
by a Committee Head meeting. Meetings in addition to the one monthly meeting will be scheduled as
needed. Individual committees will meet as needed as well.
ARTICLE VIII: DUTIES AND RESPONSIBILITIES
Section 1: President
The President represents the Student Council.
Shall call and organize student council meetings.
Shall develop and copy all student council agendas (Executive Board meetings, committee head
meetings, whole student council meetings).
Shall preside at all Executive, Committee Head and whole student council meetings.
Works directly and continuously with members of the Executive Board to be sure they are on track
with their job responsibilities.
Shall have the final decision on the annual fundraising goal.
Shall have the final decision on what events the council pursues.
Shall have the final decision on all matters that are not in agreement by the rest of the council.
Maintain open communication with the Principal and other administrators.
Work with administrators to conduct Freshman Orientation.
Assist Vice-President in organizing and carrying out elections for the Executive Board,
representatives and class officers.
Lead the Executive Board to choose and appoint Committee Heads.
Communicate often with Advisors, Committee Heads and members of the Student Council.
Attend SEMASC and MASC events which may include SEMASC Fall Conference, SEMASC
Spring Conference, MASC Presidents Dinner, MASC Officershop, SEMASC Round Table,
MASC Summer Leadership Conference and MASC Annual Conference.
Work closely with the Historian to provide all necessary documentation to be included in the Book
of Excellence for MASC.
Shall conduct him/herself with academic integrity and exemplary conduct.

The Vice-President represents the Student Council.
Shall serve as council leader in the absence of the President.
Be responsible for and directly oversee assigned committees.
Organize and carry out elections for the Executive Board, representatives and class officers.
Assist the President in any way necessary.
Shall be the representative for MASC and SEMASC.
Communicate all MASC and SEMASC events to the Student Council while assisting the Advisor
to coordinate these trips.
Work with the Executive Board to choose and appoint Committee Heads.
Attend SEMASC and MASC events which may include SEMASC Fall Conference, SEMASC
Spring Conference, MASC Presidents Dinner, MASC Officershop, SEMASC Round Table,
MASC Summer Leadership Conference and MASC Annual Conference.
Work closely with the Historian to provide all necessary documentation to be included in the Book
of Excellence for MASC.
Shall conduct him/herself with academic integrity and exemplary conduct.
Section 4: Secretary
Shall keep accurate records of all members of student council by grade and committee.
Maintain the point system using the Excel spreadsheet for the council.
Regularly inform members of upcoming point deadlines.
Regularly post updated point sheet to Facebook, Edmodo and the Student Council board.
Contact Committee Heads, Class Officers and members who are in danger of not meeting the
point requirement.
Shall collect point/sign in sheets from Advisors and Committee Heads weekly to update the Excel
sheet.
Shall develop the contact sheet of Executive Board members and Committee Heads.
Shall be responsible for attendance at all Executive Board meetings, Committee Head meetings
and whole Student Council meetings.
Keep accurate minutes of meetings.
Write and send thank you notes to the faculty, community members, companies, etc. who assist
the Student Council with events or donations.
Work with the Executive Board to choose and appoint Committee Heads.
Work closely with the Historian to provide all necessary documentation to be included in the Book
of Excellence for MASC.
Be responsible for and directly oversee assigned committees.
Shall conduct him/herself with academic integrity and exemplary conduct.
Section 5: Treasurer
Keep accurate records of all financial transactions of the council.
Work with the main office to submit receipts and reimburse individuals as needed.
Work with the main office to send checks to organizations/individuals as needed.
Work with the main office to make deposits into the Student Council fund.
Report at each meeting on money matters.
Shall order all Student Council apparel.
Be responsible for and directly oversee assigned committees.
Work with the Executive Board to choose and appoint Committee Heads.
Work closely with the Historian to provide all necessary documentation to be included in the Book
of Excellence for MASC.
Shall conduct him/herself with academic integrity and exemplary conduct.
Section 6: Historian
The Historian will create the MASC Book of Excellence. This book is the only means by which
Hingham High School Student Council can receive recognition on a state level and become a
“Council of Excellence”.
Work on the Book of Excellence MUST start by September and updates will be provided to the
President and Advisor.
Publicize all Student Council events using Facebook, Edmodo, announcements, signs and the
Student Council bulletin board.
Post weekly updates of events for the week on Facebook and Edmodo by 8:00 on Sunday night.
Shall be responsible for keeping up the Student Council bulletin board.
Take pictures of events and post them to social networking sites and the bulletin board.
Write a monthly article for the Principals newsletter (“Hingham High Happenings”) updating
everyone with what the council has been doing and what they are currently planning.
Submit any articles and pictures to the “Harborlight” or local newspapers as necessary.
Work with the Executive Board to choose and appoint Committee Heads.
Be responsible for and directly oversee assigned committees.
Shall conduct him/herself with academic integrity and exemplary conduct.
Section 7: Junior Executive
The main job of the Junior Executive is to watch, learn and get as involved as you can with the
President’s duties. You are learning how to become next year’s President.
Keep a record of things that worked and did not work so well this year so that you may improve
next year’s council.
Choose Committee of the Month.
Choose Committee Head of the Month.
Attend SEMASC and MASC events which may include SEMASC Fall Conference, SEMASC
Spring Conference, MASC Presidents Dinner, MASC Officershop, SEMASC Round Table,
